Elsie Resner: A boat floats by displacing water, and not taking on water. The goal is to maximize the volume it can contain with a low weight of materials. Or if materials float, then that also reduces displacement.I suggest thin waterproof foam boards, with a good quality waterproof glue as good place to start. Wide bottom.
